我国社会主义新农村建设从提出到现在，经历了多年的发展，逐渐走向成熟，大体可分三个阶段：
（1）社会主义新农村建设的提出及初步探索
1956年一届人大第三次会议通过的《高级农业生产合作社示范章程》提出了“建设社会主义新农村”的奋斗目标，该章程是建设社会主义新农村的法规（参见《人民日报》1956年6月24日第5版）。这是中央领导人中最早提出建设社会主义新农村的概念。
1960年4月，二届全国人大二次会议通过了关于为提前实现全国农业发展纲要而奋斗的决议。决议指出：“中共中央制订的1956年到1967年全国农业发展纲要，是高速度发展我国社会主义农业和建设社会主义新农村的伟大纲领。”
